Know The Law
To renew a Philadelphia rental license, landlords must have a valid Lead Safe or Lead-Free Certificate uploaded in eCLIPSE at the time of review. L&I will not approve your renewal without it.
Rental properties built before 1978 require certification. All Philadelphia zip codes are now subject to the requirement.
Landlords must hire an EPA-approved lead dust wipe sampling technician — that's us — to test the property.
A lead-safe certificate is generally valid for four years. Certification is required to execute new or renewed leases.
Properties built after February 1978 and certain college dormitories are exempt from this requirement.
Lead-Free means no lead-based paint exists. Lead-Safe means lead may be present but the property passed dust wipe testing.
